Cboe BZX Exchange has filed form 19b-4 with the SEC to change the rules for the 21Shares Core Ethereum ETF and permit the offering of staking features. There is a possibility that the decision will be made in October 2025, and if it happens, it could potentially set off a wave of new offerings from other crypto ETFs.

The possibility of staking for ETFs remains blocked for now because staking might be classified as a security under the Howey Test, which defines an investment as a security if it involves investing in a common enterprise with an expectation of profits generated by the efforts of others.
